Cargo Theft in 2026: Fewer Thefts, Bigger Losses and How to Protect Your Shipments

Cargo theft in 2026 is less frequent but far more costly than a year ago. Criminals are targeting fewer, higher-value loads and increasingly steal by deception rather than force, posing as legitimate carriers to collect freight. For shippers everywhere, the best protection is to verify who collects each load and to track the goods themselves, not just the vehicle carrying them.

Cargo theft in 2026 at a glance

  • Fewer thefts, bigger losses: Verisk CargoNet recorded 677 thefts in the US in Q2 2026, down 26% on a year earlier, but estimated losses more than doubled to $304.6 million, an average of $564,009 per theft.
  • Fraud is rising: Overhaul reports that deceptive pickup schemes rose 31% in Q1 2026 compared with Q1 2025.
  • Europe is hit hard too: TAPA EMEA and IUMI recorded more than 108,000 cargo thefts across Europe, the Middle East and Africa over two years, with reported losses above €1 billion.
  • The fix is visibility inside the load: a tracker that travels with the goods keeps reporting even when a load is handed to the wrong carrier.

What is happening to cargo theft in 2026?

The latest figures show a clear shift. In the second quarter of 2026, Verisk CargoNet recorded 677 cargo thefts in the United States and Canada, 26% fewer than in Q2 2025. Yet estimated losses rose to $304.6 million, more than double the $135.7 million of a year earlier. Each theft now costs an average of $564,009.

The most targeted goods were metals such as copper, aluminium, nickel and tungsten, followed by enterprise-grade technology including computer and networking equipment, and seafood. In the first quarter, Overhaul found electronics made up 17% of incidents, followed by food and drink at 15%, while thefts of auto parts rose 142% on the previous quarter.

Why are losses rising while thefts fall?

Because criminals are choosing their targets. Rather than breaking into whatever trailer is parked nearby, organised groups research loads, focus on high-value freight and use fraud to take entire consignments. Overhaul reports that deceptive pickup schemes, where criminals use false identities and impersonate carriers to collect loads legitimately, rose 31% in Q1 2026 compared with a year earlier.

In Europe, a joint warning from TAPA EMEA and the International Union of Marine Insurance (IUMI) in February 2026 described the same pattern: fictitious pickups, shell companies, impersonation of legitimate firms, stolen credentials, spoofed communications, forged documents and fake insurance certificates. TAPA EMEA recorded more than 108,000 thefts in over 110 countries across Europe, the Middle East and Africa over two years, with reported losses of more than €1 billion, the equivalent of over €1.3 million every 24 hours. Major incidents of €100,000 or more averaged €878,525.

Why vehicle tracking is not enough

Most carriers track their trucks, not your goods. That works until something goes wrong. If a load is collected by an impostor, the legitimate carrier’s telematics never see it. If goods are moved from one trailer to another, the vehicle’s tracker stays with the vehicle. And if a package is opened and part of the contents removed, a vehicle tracker will not notice at all.

A global problem

The figures from North America and from Europe, the Middle East and Africa tell the same story: fewer, larger thefts, and more fraud. The same tactics are used wherever high-value freight moves, so the practical steps below apply whether your goods travel by road, sea or air, domestically or across borders.

Eight steps to protect your shipments

  1. Vet every carrier. Check company details, insurance and contact numbers independently rather than trusting those on an email or load board.
  2. Verify every collection. Confirm the driver, vehicle and trailer against the booking before loading.
  3. Share load details only when needed. Limit who knows what is in a shipment and when it moves.
  4. Track the goods, not just the truck. Put a tracker inside high-value consignments and a sample of regular ones.
  5. Set geofences and sensor alerts. Define the route, stops and limits you expect, so exceptions stand out.
  6. Agree who responds. Decide in advance who acts on an alert, and how quickly.
  7. Use secure parking. Plan routes around secure, staffed parking for overnight stops.
  8. Report every incident. Tell the police and your insurer, and consider reporting to TAPA, so patterns can be spotted.
